Massimiliano Passalacqua is the Founder & Managing Partner of P&S Legal.

He is a business lawyer and international jurist, a science & technology lawyer and environmental lawyer. His profile was built to address contexts in which complexity exceeds disciplinary boundaries, across the full physical, biological, digital, and cognitive spectrum. His method rests on a clear premise: decisions cannot be taken selectively through a single lens, they require an integrated, systemic vision capable of holding different planes together without reducing them.
The matrix of this approach reaches back to the 1990s, before his law degree, in an experimental educational path that integrated economics, law, science, technology, and languages. That foundation continues to orient a method built over time through a coherent and layered trajectory of advanced specialist training in international law, business law, science & technology law, environmental law, biolaw and bioethics, intellectual property, data protection, innovation management, international arbitration, strategic foresight, and interdisciplinary legal studies.
His systemic approach does not consist in merely adding up specialisations, but in transforming them into decision architecture: giving structure to complex problems, reading interdependencies and trade-offs, clarifying strategic alternatives, and building more robust governance frameworks.
He advises Boards, C-Suite leaders, companies, investors, institutions, and research centres when the legal dimension must be interpreted together with its strategic, geopolitical, economic, technological, reputational, and environmental implications. In every mandate, he orchestrates different combinations wherever business activity, private and public governance, national and transnational dimensions, emerging technologies and regulatory systems, sustainability and industrial transformation, science, innovation, and social impacts intersect.
He has advised international institutions of the highest standing, including the World Bank and several Chambers of Commerce. He is a member of the Union Internationale des Avocats, the Chamber of Italian International Lawyers, the Italian Society of Business Economists, the Italian Society for Science and Technology Studies, as well as think tanks and institutional working groups on governance, innovation and regulation.
Since 2008, he has led P&S Legal, the independent law boutique he founded for systemic advisory to those who govern complexity.
